Edgar Morales is a thought leader in the multifamily housing industry who joined BWE as a Senior Vice President in 2025. Edgar’s 30+ years in the industry has given him a vast background which enables him to provide borrowers with a deeper understanding of leveraging public-private resources needed for today’s complex multifamily transactions. His philosophy is that, through transparency and communication, developers and property owners will have a better experience working with federal and state programs, which in turn allows them to have a better borrowing experience.
As a community partner and lender, Edgar offers his technical knowledge and market experience to developers, housing advocates and partners throughout the industry. He has both the passion and a strong grasp of the markets and trends. His established relationships with the real estate community, developers and with federal and state agencies enables him to serve communities in providing sustainable housing.
Edgar previously served as a Senior Vice President, Affordable Production at Colliers Mortgage and formerly worked as Director of Rural Housing Services and FHA lending programs at Rose Community Capital, leading the Affordable & Workforce housing National Lending platform. Prior to joining RCC, Edgar served as Director of USDA & FHA programs for Bonneville Multifamily Mortgage and prior to entering the private sector served as a Senior Loan Analyst for the Multifamily Guaranteed Loan Division at USDA Rural Development National Office.
Edgar was also a MAP Senior Underwriter for The U.S. Department of Housing and Urban Development in the San Francisco Multifamily HUB Specializing in Affordable
Housing Finance, preservation of subsidized housing and tiered financing structures. He was directly responsible for underwriting & closing HUD’s fist transactions under their FHA Tax Credit Pilot and Rental Assistant Demonstration (RAD) programs.
Prior to HUD, Edgar served as Program Coordinator for the California USDA Rural Development State office, providing funding opportunities for developers in new construction and preservation of affordable housing.
Edgar has acted as an expert panelist and trainer for many major lending institutions, housing industry organizations and has served as a guest presenter for Fannie Mae, the FDIC, The Council for Affordable and Rural Housing (CARH), The California Coalition for Affordable Housing (CCAH), The Rural Housing Coalition of New York, Vibrant Hawaii, The Affordable Housing Association of Indiana, Housing California, Alabama Affordable Housing Association, The Cities of Fresno, Salinas, Monterey, Greenfield, Santa Clara, Soledad, and Gonzales. His market knowledge and technical experience has been sought by many state agencies and housing advocates on a nationwide level.
His real estate finance experience began while working in the private sector. Edgar was on the board of Directors for the California Association of Realtors (CAR) 1997-2000. In 1998-2000 he also served as a Director for the Santa Clara Association of Realtors, where he was a member of the Ethics & Standards committee and the Housing Affordability Committee.
He has worked on the loan origination and loan underwriting in both private and public sectors and has assisted developers and communities in obtaining funding assistance from local governments, both state and federal.
The background and experience he gained in the private sector were instrumental when hired with the Federal Government as he was quickly able to bridge between public and private sectors, aligning the lending community and demystify the processes of using federally insured programs for developers.
